Has anyone used the voip telephone service have an opinion good, bad or ugly? I am not familiar with the VoIP technology and wonder about its reliability and clarity. I want to know what real users think, Thanks.

VOIP telephone service is almost as good as regular telephone service for phone quality. However, if your internet service is lacking or has connection problems, your VOIP experience will suffer.
As for reliablility, if your internet service goes down, so does your phone service.
In the 3 years that I have had Vonage, there has only been 1 Vonage outage. That outage lasted from 12 to 24 hours (depending on where you lived).
If you have VOIP phone service, it would be best if you had a backup (since most people have cell phones, this would be their backup).
