Does anyone know why some states aren't included in Vonage?? WV and a few others aren't included. Is it due to economics or are there just some roadblocks by state utility boards?

Depends on who the company partners with on the local network side (CLEC). All carriers don't always deal with all the other carriers. And the (CLEC's) don't always have the capabilities to cover everything.
An example might be why if you want cable internet access in your town you might only be able to get it from one company. Depends on territory and feasibility to support (how much it costs to maintain).
