I'm not sure but maybe that tech dude is referring to the technology and not the name ?
But still I agree how could even the technology be a issue here? You can only block numbers one way as far as I can tell.
Incoming call -> check against block numbers - does it match = Bock it -- if not then let go through.
If the feature/technology was really a issue then even the phone mentioned above would not have it. After all theft is theft if its a copyright problem.
Vonage
already has half that technology already using the anonymous call block which uses the same type of technology.

Indeed "Grand Central" (a virtual phone number offering owned by Google which includes some other interesting features not seen elsewhere) has an exceptional call -block feature as does Bell's "Single Number Reach" (they added it about 3 years ago).
Both of these are essentially
Voip
services in terms of operation and functionality.
It's understandable that certain features take time to implement on a system of this size, but this would seem to be the most requested feature!
