You can use 69.59.241.35 for LA, 69.59.235.35 for VA, and 69.59.248.70 for NYC. This covers the 3 Outbound COLO's. Majority of inbound calls will utilize these sites as well depending upon where you live unless your in the midwest which will use a Chicago POPand there a few smaller POP's still used for a few markets.
