Guys - thanks for your help - however I am still not able to resolve this issue. However, I may have another lead that I hope you can help with.
When I check the router log for messages, I see this one stand out:
'Received CHECK_IP_CONFLICT trigger from VoiceApp'
Any ideas what could I do about it?

well that means that the router that you are using sees 2 devices using the same IP address so that's why it's not working.
