It means that your Vonage devices periodically communicates with the Vonage servers.
While they don't really publish what happens, I believe it makes these connections to ensure that you have an internet connection as well as to detail where you are so that if a call comes in for you they know where to route it.
I've never cared enough to track the outgoing communications when idle, but if you are motivated enough you could using something like Ethereal to do so.
