Ok. You should sign up for Vonage and transfer the number from Verizon to start with. Don't cancel verizon first or Vonage won't be able to get your number. You can have two lines on the same account with Vonage(or more), but since you will need the numbers in two different places, you will need two adapters. One for your home in PA with it's own number and one for your wife in Mexico with it's own number. You can do this all at once or you could start with the transfer and later go buy another Vonage box and then add a second line to your account and move that line to the other box. I don't know what your time line is though. Also, you could probably get by with the line for your wife being the basic 500 plan. You get 500 outgoing minutes but all incoming and Vonage to Vonage is free.
Once in Mexico, you just need to hook up the Vonage box to a high speed internet connection and call away. I've been using Vonage in Mexico for nearly two years now. I've also used three different ISPs so if you have some specific questions about that, let me know. Good luck.
