If you are really having trouble with your Vonage line with "only" 400kbps, then you have other problems.
Now, to be honest, if you are USING all of your download, then obviously you won't get very good Vonage. You won't get very good Voip, from anyone. Vonage needs 64k, or more, and by that they mean that you need it "exclusively for Vonage" when the line is actually in use. If you have 400k and you start an FTP download that wants to use all 400k, then Vonage is going to struggle.
And, of course, QoS will help what other people hear from you, but not what you hear from others. So there ARE issues with "non-marginal" connections if they are in heavy use.
