The demarc for the phone is in the basement but the router and DSL line is located on the 2nd floor office with almost no way to reroute all the networking to the basement. Going wireless would be the easiest since running new cables would be very expensive.

I have a wireless card in my linux router making it act as an access point. Could I hook up the linksys PAP2 to the linksys access point then have the access points connect to each other?

I don't know exactly what you're trying to do, but have you considered just disconnecting your house at the demarc, and then plugging the PAP2 into a normal phone jack? Running the call over wireless should work, but extra hops on the network should be avoided whenever possible, in order to minimize delay.
