I too Have Teksavvy DRY DSL in the Oshawa Area atm but I just recently signed my dad up to Tek's dsl in Petawawa nearby. Either way you won't be disappointed with them very good provider. As for Vonage running on that dry dsl yes it will run great long as you have a decent speed esp if your doing other downloading etc. Worst case scenio if your application allows it you can set the upload max speeds that's what you require the most and bring it down a few KB's I'd say 10 to be a good round number. Ie instead of unlimited or max upload of 65 Kb you bring it down in the application to 55 KB.
