7. On outgoing calls 1 ring is heard then nothing. Tried re-booting Vtech 8100

Your test results are fine, but I'm confused about your setup. Your Motorola modem is between the VT8100 and the computer??

Does the phone service work properly on incoming calls?

Sorry for the delay. I remain confused. Your setup is wall-> Vtech-> modem-> computer?? Normally what I would expect to see is cable-> modem-> Vtech or router-> computer. The modem provides internet service to the Vtech or router, which then provides service to other devices.

Your setup seems to have the Vtech connecting directly to "something" in the wall. I don't understand how you're getting any phone service at all.

Well, Vonage uses SIP to connect its calls, so if you are indeed hearing a ring, then that means the adapter is attempting to connect the call from your end. So what I mean by that is that it is most likely not a local issue based in your home. This is prob a higher level issue.

If perhaps, you can get through to customer support 1-Vonage-Help that would confirm that the adapter can make a call ok, and that the problem is on the network somewhere. If that is the case, tech support should be able to assist so long as they know the problem area.
