I unplugged the wiring from the phone company to our house, plugged the router into the jack and plugged a phone into another jack...

I get a dial tone, but when I call a number all I get is a busy signal and I cannot receive calls....

Anyone know why?

First of all.. have you verified that you can normally complete a call with a phone plugged directly into the back of the ATA (the VOIP box)???

If so, then now we know it's something to do with the wiring. My hunch would be that you have more than one phone line in the house and haven't tied them together properly at the NID outside.
