Ya, Rogers does give service credits if you call them.
As for Power - that's different. Residential users pay for usage not availability. When power is out, your consumption is 0w, and therefore $0.00  |
No you have to pay high deliver fee even you did not use it |

Voip can not be a critical service (atleast not yet) since it is still maturing and not a reliable service because it relies on many entities that don't have a defined SLA among themselves.
Voip is a luxury, as Skype, Yahoo Chat, Hotmail, and many other services out there on the net ... If your business/life of loved ones depend on communication, I would have a backup copper or cell line.
Anything out there on the net can not be seen reliable... it is a luxury until clear SLAs are defined from point to point.
