You may also want to proactively disable international calling from your dashboard. I don't know if the person is making any international calls, but don't tempt the fates.
Another idea is for you to forward your number to your cell while your not at home. That way when the person hijacks your number and if someone tries to call it, it has to go to your cell, they can't control that.

REALLY?!!! With over 2% churn rate every month this will become an absolute nightmare! I can see hundreds if not thousands of used MAC address floating around in underground cyberspace where hackers use this rather trivial way to make free calls... Free calls. Great.
But then again, this is what
Vonage
advertises (with Unlimited Residential Plan at least).

Require the MAC address, the password to the router, and at least the PSN of the device (Telephone Number)
Since most don't change the routers default password. Well..
Then finally they need the challenge password for the account.. Hell, could be the simple account number or again the PSN for all we know.. It's not that hard to strip it out of the device, but it's hard enough for common folk.
As far as i can tell, the router's "allow external" access does not need to be enabled.. A simple crafted packet to cause a buffer overrun is all that is needed.
If
Vonage
simply recycled a Device, that in itself would not allow this "exploit" to occur. However, the use of the default passwords, other faults of the said devices are enough.. If you really want to screw with someone..
And like other's said before, Hell maybe
Vonage
screwed up and sent two boxes out with the same info on it...

Just jumping in here, but wouldn't it be possible for someone to hack into your online account and add a device to your account? You can now move your
Vonage
service among all registered devices via the online account services. Someone could wait until you're at work, switch to their bax, call all day, switch back and your service at home would be back up.
There's a place in your account info to see what devices are connected:

Make sure only your one device appears there.

Hi!
Well, I got an email from
Vonage
telling me that the situation is resolved. No idea what they did but there has been no mystery placed calls on my account for the past couple of days now. I'll keep an eye on the logs for awhile but perhaps this is the end of this one.
I did disable international calling, just in case, and I also checked that there is only one device on my account.

Would it be possible for you to ask them what the issue was? It would be good to have that documented on the forum in case someone in the future runs across this.

Update!
10 minutes ago a call to New Jersey was placed on my account. No one is at home to have made this call.
So, they didn't fix it

Nullmn - you said when you carried your PAP around that calls were still being made right?
I know this may seem ballsy - but something you might want to do is if you see a number being called - call it and ask who just called them. The reason I'm asking is I'd be curious to see if the Caller ID is still indeed your number... or better yet ask the person if the person calling them was someone they KNEW.
Just a thought if you haven't already tried. 3 minutes is hardly a "wrong" number call.

issue and they really need to fix it but doing some snooping around, especially if
Vonage
has been made aware of the problem (which in this case they were), who knows what it could result in. Calling someone out of blue might be a little weird but information needed to fix the issue might come from it which then can be passed to
Vonage
so they can fix it for good. I'd do that just to get the issue fixed faster,
