Trying it on a different network is a good idea... Also if your have it plugged into a surge protector or a UPS try disconnecting it from there and plugging direct to the wall... Static is usually either caused by some kinda of electircal issue or if cordless as in your case could be some interference...
See how things go at your work since diff area diff power...

Couple of questions:
1. Are you running the speedtest from a laptop that connects using wireless ? If yes, then that explains your low QOS score.
The speed test should only be run from a wired PC as your vonage-TA connects with ethernet and does not see the loss/jitter etc. that you see using WLAN.
2. If not already tried, you might try wiring as follows:
CableModem->Vtech->WRT54GS and see if it makes a difference.
