Make sure you have plugged the cable from the RT to the 54GS into one of the router ports and NOT the WAN port on the GS. Also have to make sure the GS has an IP in the 192.168.15.xx range (not 192.168.15.1), if you didn't change the RT IP address. Also make sure the GS has DHCP DISABLED.
