On my first glance, I would say the reason is because that VPN's introduce extra overhead packets, to facilitate routing and switching. That may be why you're seeing that. You could try coming off the VPN directly into an Internet connection to see if it's the same or not. Try running this website's Voip speed test and post your detailed results for us.
