OK, your Voip test results aren't stellar, but they're not bad. Your internet service is working, but your phone isn't. Has it ever worked? What is your network setup? Is the internet service working through the RT21P2, or only when you plug it directly into your modem?
Have you tried rebooting everything? If not, please do. Power up in the correct sequence- modem, wait, RT31P2, wait, computer.
