ISP: Mediacom Cable
Up/Down: 512K / 3.0mb
Modem: Motorola 4100
Router: RT31P2
Netsetup: Modem - > Vonage Router -> Switch -> PC
(phone is wired to 66-block which is wired/plugged
into Vonage router - port phone1)
Issue: On outgoing calls - there is static on the line, and every 3-5
seconds - the audio cuts out (the other party says this, as
you can't tell when you're talking on the line)
On incoming calls - it works fine

try power cycling the devices

Netsetup: Modem - > Vonage Router -> Switch -> PC
(reboot 1st, wait 60 sec >) (reboot 2nd, 60 sec >) etc...

Power cycled all in order, and the MOS score went up, but it could just be that it is off peak hours now.

You might want to look into one of these devices that are designed to optimize high priority outbound traffic. Linksys and Hawking Tech make a stand alone device that provides Qos for Voip, gaming, video and other sensitive traffic. It has saved my Voip and I have read many other good things from different sites. You simply install it between your modem and router. There is no configuration necessary. I am using the one from Hawking Tech.

Linksys Network Optimizer

I tried using the Qos that came on the linksys router and even tried some of the 3rd party firmware and this has helped me more than anything. A co-worker of mine has had the same success.

If his Vonage router is the first device from the modem, getting a hawking would do little good since his Vonage router should already be prioritizing his Voip traffic.

Try running the test without the Vonage router and your computer connected directly to the modem for testing purposes and see if the scores go up. If not, then I would suspect that your ISP is at fault here. If it does go up, then we can begin to see if your rt31p2 is starting to lose its marbles.
