Hilton Head Island 843 area code not portable to vonage?

I am trying to setup my mother on Vonage and I received the following message when i tried to port her local number to Vonage:
"We're sorry, telephone number portability is currently unavailable for your number. "
Anyone from South Carolina (specifically hilton head) experience this issue? I called Vonage and they said that there are a couple reasons why this would be unavailable to them. 1. There is a special service on the line that prevents portability 2. its not a local telephone number 3. They haven't purchased it yet.

The 3rd point was new to me. I didn't realize Vonage had to purchase the blocks of phone numbers. I guess it makes sense... anyone in hilton head have Vonage? If I get a new phone number assigned by Vonage I am worried that my mother will be a long distance call for her friends that are on the island. The only towns shown for the 843 area code are Charleston and Edisto island. Im not sure how picking these towns will affect her local/long distance status when people from hilton head call her. Thanks for any help anyone can provide.
