I have reached a solution for Belkin Pre-N MIMO wireless and the Vonage PAP2 adaptor. The answer is to put a router in between... in theory it can be any router, and the non-wireless routers are dirt cheap which makes this a reasonable option.
The Belkin MIMO Pre-N router and corresponding notebook card are $49 together at Best Buy, so I'd recommend it as a really cost-effective way of getting both items.
The solution: 1.) Cable modem -- connect to network router. 2.) Using a wired connection, connect your computer to this router, enter the config tool and change the IP to something like 192.168.3.1 (or something very different than the Belkin's default of 192.168.2.100.) This is the critical step. You may need to unplug/plug-in this router to make the changes "stick." 3.) Disable wireless on this router (if it has it.) 4.) Attach Vonage to this router. No additional configuration required. I use DCHP enabled on the phone, which is the default. 5.) Attach Belkin Pre-N MIMO to this router, any port on the router should feed the WAN input port on the Belkin Pre-N MIMO. No special configuration required, though I turned off the firewall as suggested by EzCo.
The reason this didn't work for me the first time was that I hadn't properly configured the IP on the two routers. It is important that the 192.168.x.1 -- the x position needs to differ across routers. Otherwise everything else works fine.
Very smooth, voices are nice, and I get to keep the firewall on the intermediate router. I guess I could enable the firewall on the Belkin Pre-N MIMO router (routers are like onions) but I'm afraid to touch it now that it works.
