That depends on two factors:

For DSL, how far are you from a phone company? The far away you're from the phone company, the slower the DSL speed will be. Note that phone companies may already have installed some kind of a box which could help bring up the speed so that neighbors far away from a phone company will be able to experience the speed people get when they're close to a phone company.

For cable modem, are there any neighbors who have cable modem? As more neighbors use the cable modem, yours may slow down a bit. So you're sharing the connection with the others using a cable modem.

As for me I don't have DSL but I can tell you that I have no problems with the connection to Voip (Vonage) through cable modem. I just have my Motorola VT2142 connected to the cable modem and the router (D-Link DI-524) connected to the Motorola VT2142.

Unless you have a really slow internet service (less than 128 kbps in either direction) then Voip is more affected by packet loss, latency and jitter than speed. These factors will vary from provider to provider and area to area. Therefore, it is very hard to say which is better. It will also depend on the Voip service because one ISP may have good routing to one Voip provider's servers, but not so good to another. However, annecdotal evidence does seem to suggest that overall DSL is somewhat better for Voip than cable.

In my experience DSL has been far superior to cable for this. DSL with lower speeds has better call quality than cable with a higher speed because cable will typically have higher latency and packet loss resulting in that extra speed being used to retransmit the same data (packets) rather than new data.
I have had cable modem service from two providers and DSL from 3. (moving around). DSL has been more reliable with fewer outages in a 6 year spread than cable in one month.
Grande went out every day at 9pm sharp cosistently.
Time Warner went out weekly with high latency and packet loss in the interim. In one call they admitted to this and said they had no current plans to fix it.
ATT (SBC) on the other hand has been very responsive with any problems fixed within minutes or hours instead of weeks if ever.
