The dial tone is produced locally by the phone adapter. There is no data stream established until the call is dialed so Comcast cannot be messing with your dial tone.
This is almost certainly an analog interference problem, most likely being coupled in through the cabling. The fact that it only occurs at certain times is most likely because the source of interference only occurs at those times. What exactly do you mean when you say it only occurs when connected to Comcast's network? |

I could be incorrect here, but:
Isn't the dial tone simply a simulated dial tone from the router? The router checks to see if there is a Vonage connection, and GENERATES a tone. The tone isn't coming from Vonage, but is simply generated by the Vonage router. If that is the case it would mean that the problem has to be the phone, phone cable, or router, and would have nothing to do with the high speed network at all.
I also understand that it is weird that it only happens at peek times, but it seems to be some sort of coincidence.
