Can't make call to Germany

When I try and call a number in Germany I get the following message, "All international circuits to the country you are calling are bussy right now. Please try your call later." Prior to this message I got a busy signal for several days, though no one was using the called phone. The person finally had to call me...

Anyone else having this problem?

I've never called overseas, so can't give you feedback on that.

Can you duplicate the problem with a regular or cell phone? If not, then it's possibly an issue with vonage. Give them a call to troubleshoot.

Answer I received a few months ago was. We have a limited amount of lines into the country you are calling. If all lines are in use the message is given. Please call again later.
