1. Location is Kenosha,WI

2. ISP...ERSNET, cable.

3. I lknow the DL speed is 1.5...but dont know upload, i think its 400 something

4. Modem is a Linksys Cable Modem, Model # BEFCMU10

5. Vonage adapter is D-Link VTA

6. Setup, modem to router, router has 3 ethernet cables to it (its a 4 port cable modem) 2 cables go to 2 different computers, and the other one is for Vonage.

7. Issue is...the problem im having, the phone will ring once and sometimes twice, and just goes blank. Also when people call its blank, and they cant hear me at all, and when a call does get through its scratchy and bad sounding

Well, to start with, you don't seem to be getting anything like the download speed for which you're paying. I would start by having some strong words with your ISP. That aside, your max pause is high and your upload packet losses are high. I assume that you ran the test from one of your computers hooked directly into the router (?).

Please try several things. First, go into your router and set QoS to strongly favor the Vonage adapter. See what that does to the quality of the phone service. Second, remove the router and plug the computer directly into the modem. Repeat the Voip test. Third, with the router out, plug the Vonage adapter into the modem and check the phone service. Fourth, with the setup you have now, run a comparison test at www.testyourvoip.com (test call to Boston).

Some variation is normal, so those results aren't really out of line. They still say that your download speed doesn't live up to expectations, and packet losses are too high.

Well after having a chat with the ISP things have gotten better, i can call out and it is fine...here is my speed test now.

But i have hit one problem....incoming calls are not working. When i pick up its still blank, i looked at my router stuff and looked at the log, and looked up incoming access log, it shows the incoming ip, source and then says blocked....does that have anything to do with this? Is there some kind of setting on my router that is messing up incoming calls? Oh and also, is my packet loss still too high?

Your losses still seem pretty high, but if you get good quality on the calls that are working, then I'd let that lie for a bit. It's possible that your router is doing something to block incoming calls. To test, try temporarily removing it and connecting the adapter directly to your modem. See if that makes incoming calls work.

Well...i think i found out the reason, after long talks with my ISP i have discovered there is a problem with the internet at our apartment complex. They say the apartment is pulling alot bandwith and they are looking into buying more. But while they look into it my internet speed is still slow. I think that ended up being why my phone rings sometimes fine and sometime not...cause of the internet. All speed is under 350k most the time..when im supposed to have 1.5M. So im sitting here losing money for something i barely can use and its all the internets fault. I called them and demanded that i be paid back the price of the internet we got and be charged the one that only gets to 512k. Just stinks, cause the internet ****, and i dont have many choices cause this apartment has their own cable and internet, i think the only other internet i can get is DSL. Blah!
