1. New Delhi, India
2. Sify ( I believe it is DSL), needs proprietary login application
3. Upload of around 80 kbps, and download of 128 kbps.
4. Unsure.. since there is a shared modem amongst multiple people, just having a ethernet cat5 cable coming in through the Window
5. RT31P2
6. Modem(somewhere?)-> Vonage adapter -> PC
7. Phone light stays on (even if no phone is connected), but phone gets no dialtone just buzzing sound, although router status says that the line is online. Also if I do lift up the phone receiver (and hear the buzzing sound) and check the status on the router.. it says "dialing" for the line

Our phone connection has never been stellar, and we usually have to close other internet apps while we use Vonage, but with bandwidth at the lowest setting, the phone usually works (sometimes choppy).
The above sounds like a dead router to me. I am not sure how to contact Vonage since this is our only phone line. I have emailed tech support, but its been 2 days and no response as of yet. I have had Vonage for around 1.5 yrs.. would this entail me purchasing another router (from them.. or ebay??).

Troubleshooting is my primary concern.. but secondarily I also want to get input on geting a replacement router if that is the solution.

Your packet losses from you to the server and your round trip time to the server are both just awful. Please repeat the test with the RT31P2 removed from the system, and also run a comparison test at www.testyourvoip.com (test call to Boston) with the RT31P2 in and out of the system.

As for replacing the RT31P2 if it proves to be bad, and since it's no longer in warrantee, you're going to have to pay for a new one. You could get it anywhere, but I would recommend that you not use Ebay unless you're very sure that what you get is brand new and unused. In general, Vonage will not re-activate a use adapter.
