How do I dial to reach this number using my Vonage phone?
I know the instructions for Mexico are 011 + Country Code + Local Number

OK, folks
This is how it's done: The 044 prefix is used only when you are calling within Mexico. To call the above number from the USA using Vonage, you leave out the 044 prefix and just simply dial the country code plus city exchange, the dialing would be like this:
