No . . . Vonage is not a telecommunications company as currently defined, and, as such, is not regulated by the FCC and not subject to the Telecommunications Act of 1996.
This is the subject to a great deal of legal maneuvering right now, but this is how it stands today!

At this point in the game they are not subject to the telecom act of 1996. The only reliable customer service and technical support for Vonage product and services is right here on this forum. Vonage is reluctant to spend any of their funds on anything other than advertising.

They ARE required to submit to porting of telephone numbers, however. That would be through their own carrier, Verizon, which is not exactly fast nor cooperative in porting numbers.
