posting again.. called DIC to get more information about the public ip.. he says that it takes about 3-5 business days in order to set up.. but he said not to worry.. they're "re-aligning" some ports/internet traffic so that we are guaranteed the speed we pay for (i.e. if you get 512k you will really get 512k). everything should be finished by tonight.. into tomorrow.. so if there is an issue still tomorrow.. to give us a call back and file a complaint. i didn't want to come right out and say my issue was in regards to VOIP.. but i did anyway.. and he started laughing and said "don't worry.. it should be working by tomorrow"
anyhow.. i guess we'll find out for sure.. any updates/additional information from anyone else?
Ok - I got my public ip address setup - but still no
Vonage
dial tone. On the phone to a tech about blocked UDP ports. The fee is a one off 300 which is ok given net gaming is now possible too.
Update to follow

Ok guys - bit of an update. I now have a static, public IP address from DIC which cost a one off fee of 300DHS. Unfortunately
Vonage
was still not working after this.
I did some scanning etc on the link and it appears all UDP ports are in fact blocked. TFTP (Vonage use this to update the routers) is not and this is why
Vonage
are confused - they can see the router but voice is not possible.
I have told DIC that I would like to have all the ports unblocked (including UDP) and the lady I spoke to admitted they are blocking specific ports for "security reasons". She told me she has raised an order for all ports on my public IP to be unblocked and this will take approximately 2 days.
So now I have to wait - I am 100% sure the issue is because UDP ports 10,000 to 20,000 are blocked - whether they unblock them or not is another matter.
Becasue DIC is in a freezone they did confirm to me that
Voip
is legal and they are fully aware of why I am trying to fix it.
All we can do is wait, but if this fixes the issue then I will advise - but it might be a couple of days.

srmiller,.. thanks for the updates.. i was excited to wake up and see if my
Vonage
was working, but alas.. it was not.
i did not know that
Voip
was legal.. this is good because i didn't like to tip-toe around the question.. if my
Voip
isn't working by the end of the day i'm going to initiate the static ip and ask them to unblock all ports.
driving me crazy that they would do all these things.
thanks again for the ups.

Well, certainly when I asked them if I was allowed to use
Voip
they said yes - the guy even went and asked his supervisor.
I hope they unblock the ports - if not the only way round this is to setup a VPN to a friend in the UK or US and route your
Vonage
over that. I have a house in the UK that is empty waiting on us - I might get a DSL connection in there and setup a VPN that way - still cheaper than international calls.
It is a real pain, but Skype still works.
Thanks

i really hope the ports get unblocked because i do not want to have to set up a VPN.. since i would need a new router + find a router in the US to make a VPN with..
well.. lets see if this works out before looking into other options.. maybe i can get a vpn service.. but at 512k a month.. i think my
Vonage
would stink

ok fellers.. just got off the phone again with DIC..
talked to a tech named thomas (nice guy)..
i explained the internet was working but
Voip
was not working.. he said he's aware of the problem...many people are calling in and complaining.. so i asked him if this was intentionally done.. and he said "not at all.. we never blocked
Voip
, and we don't plan on doing so"
he said that he can't give a time frame since the techs are working on it.. but said it could be 1 day or 2 days.. he doesn't know at all but he will let me know..
anyway, its good to hear that the customer reps are more familiar with the situation.. and that it is not being intentionally blocked by DIC.
