ok,
my parents new house
has cat 5 wireing
at the NID instead of the usual jack to unplug to disconnect the bellsouth feed to the house, there is a punch down block type thing
i go inside the house
there is this managed wiring panel with another punchdown block
i remove the incoming bellsouth wire (its labeled) from the block

i plug in the linksys adapter into the phone jack
i get dialtone can make calls etc.
but wheni hang up the adpater seems to stay off the hook for a few minutes.. i called my mobile# and it stayed off long enough to record a voicemail there seemed to be feed back like when a wire isnt properly grounded.

any ideas on what i need to do to fix it?

What adapter do you have? Does it appear to work properly if you don't plug it into the house wiring? What indication are you getting that it stays off hook?

the linksys pap2

when you plug the phone directly into it it works fine

the indication is that the line 1 light keeps flashing long after ive hung up
you try to pick the phone up and no dial tone

Very odd. I'd start troubleshooting by unplugging all but one phone and the PAP2 from the house wiring. Use a phone that you know works well when plugged directly into the PAP2. Does it work all right if you do that?

i did that already as i said earlier when plugged directly into the back of the pap2 it works fine (a panasonic cordless phone base)

Right, but now I'm suggesting that you plug the same phone that you used for that test into a wall jack and the PAP2 into another jack and make sure that nothing is plugged into any other wall jack. Have you tried that?

Cordless phones always make me uneasy when it comes to troubleshooting. If you have a simple analog phone, it might help to use that. Are there wireless components in your system? Is the Panasonic 2.4 GHz?

Another test would be to disconnect all phones and the PAP2 from the house wiring. With an ohm meter see what you read between the phone lines (tip & ring, red & Green, or with Cat 5 usually the blue pair)

If you are getting anything less than 2K to 5K Ohms (you should be reading infinity) then you have some small short in the line. I suspect if you have a short it's around 1K to 2K and doesn't affect the PAP2 off hook detector until you actually go off hook with a phone (phones are about 600 ohms) then when you go back on hook the short is enough to make the PAP2 think the phone is still off hook.

Small shorts, especially in new houses, are tough to find. They could be caused by a wire being nicked with a screw or a nail, or the cable being damaged when pulled. The other suspect are poor jack wiring. You will need to check them all. Good luck...you'll need it!
