Fax machine is a physical HP 2840, no special config.
IT WORKED FOR 2+ WEEKS! I've changed nothing.
Today, faxing is broken. I just sent a test on my land line, and the reciving machine picked up fine.
When using the Vonage line, I either get fast busy, or the fax simply never 'hears' a fax pickup on the other end, and times out... (no fax answer is the error code.)

my guess: today your connection is worse than usual. if you haven't already, you can try looking for an international setting (or something similar) on your fax machine. or lowering the baud rate manually if it lets you. you could also try the data/fax forum.

If you plug a phone into the Vonage line and dial the same fax machine, does it pick up and do you hear the distant fax machine trying to connect?
