It turns out Louis was not in the office. He called me this morning and we set up virtual local numbers that an inmate should be able to call. If I can set up a virtual number for each place close to my ministry members it will only cost me $4.99 per month for each number. An average collect call from an institution anywhere in the country is $15-25. So, this could actually work to my advantage. I'm going to try it with my terminally ill member and see if the phone number is a local or toll call. If it's a toll call then I'm back where I began. Cross that bridge etc.
