I changed my NIC address to static (192.168.15.2) and changed the subnet mask to 255.255.255.0 and the default gateway as 192.168.15.1.
I still can't connect to the router's web interface.
I tried arp -a and get the following results
D:\Documents and Settings\user>arp -a
Interface: 192.168.15.2 --- 0x2 Internet Address Physical Address Type 192.168.15.1 00-00-00-00-00-00 invalid
Seems like an issue with the Router's ethernet card. What do you think? |

Presuming that ipconfig on the PC shows that you actually did what you think you did, then we have ve to consider that the router is the problem ... It could be that the router has been misconfigured and is not 192.168.15.1 any more. That means a hard reset of the router - and since I don't have the exact same router, I'll defer to others to help you in that area.
One thing that would help: draw your setup for us.
modem -> router -> pc ? Or is there some other device/path involved? |

Thanks ddanz for all the help.
I have a internet cable coming in directly from the service provider. I don't know what sort of setup does he have. When I had tested my setup successfully for the 1st time, I had plugged in the internet cable directly onto the router and a straight cable connecting the router and my PC's ethernet card.
When tested successfully the 1st time, I had managed to change the router's gateway to point to my ISP's address (172.16.251.251).
After you suggested me the idea of changing my static IP to 192.168.xx.xx and try connecting to router, I tried both domains
192.168.x.x - As I assumed that the factory reset button behind the router would reset the address and I would be able to connect to it with the factory preset address. I didn't succeed.
I tried the same thing by changing my static IP on my NIC card to connect to the address I had fed (172.16.xx.xx) in the router at the 1st successful test and tried communicating with the router. No luck again.
