simulring and network availablity number

Post subject: simulring and network availablity number
I have a problem and
Vonage
is helpless.
When I put same number for simulring and network availablity number, it works fine when Internet is connected.
But when internet is down, it's forwarding to the number.
I put both numbers for my cell phone.
Vonage
said it should work, or reset the voice mail, call forwarding, and
network availablity number, but still doesn't work.
Anyone know why?
Please help. Thanks....in advance.....
