I've been using Vonage for 10 months at home. Initially I received an RT31P2, but it died within a few weeks. Vonage replaced it with RTP300, which has worked fine for 8 months.

Based on this I decided to sign up for a business account to use in a new location. They sent an RT31P2. I connected my computer to it so I could configure for the PPPOE that my DSL connection requires. The router will not provide an IP - the DHCP function simply does not work. Modem lights seem to indicate that all is well, but there's no way to test phone, since there's no way to configure it. I even tried manually assigning an IP to the computer in the 192.168.15.x range, but it could not communicate with the router at all.

Having had two bad experiences with this router, I'm going to get a different model from the retail channel. Since my phone is a pretty important component of my business, I have to admit that I'm not feeling all warm and fuzzy about Vonage at this point!

I'm not real fond of the RT31P2 either... went through 2 of them when I first signed up with Vonage before they finally sent me an RTP300. The RT31P2's just were too noisy for my needs. FWIW, the WRTP54G devices sold in the retail channels have the same voice chipset as the RTP300. They also have the same crappy router as well, but I'm not using my RTP300 for a router.

You probably need to reset the rt31p2 and start over with the computer set up to Obtain IP Automatically. With nothing connected except power, hold the "Reset" button on the back of the Phone Adapter for 10 seconds then release. This will restore the Phone Adapter to factory default settings. Reboot computer being sure it's configured for Auto Obtain IP. Also confirm that the Netbios setting is set to Use Netbios setting from DHCP server on the Advanced/Wins tab of the TCP/IP settings for the adapter. Then plug the RJ-45 from the pc into a different lan port on the rt31p2 than what you already tried. Some people would argue the order of the previous 2 steps.
What does Start/Run/cmd/ipconfig/all show you?
Was this computer on a network before? is the range but 100 is default.

PS. you obtained the adapter from V. Understand there may be consequences (eating the cost of the original) if you now go retail instead of through V support to get a new one.

I've reset to factory several times, but it changes nothing. The unit will not provide an IP from any of the RJ45 ports.

As for eating the cost of the RT31P2, I'm going to get an RMA and give it back to them. Assuming of course that I can ever get through the phone queue to actually talk to somebody in Mumbai to get an RMA!
