When I phoned Shaw Cable, they had me do a tracert to the
Vonage
server and we found that the loss was in new york. Here is a copy/paste of the tracert that I did.

I hope that they can fix the problem. It **** when I have to make a long distance call. And its so weird that the lag is only on outgoing longdistance calls only.
