I keep getting the following message:

THAT'S IT.....The above message is the message i get when I type in the address: http://192.168.15.1
I am trying to set my router to allow ports 3724, 6112, and 6881-6999. These are the ports that are required to play the online game "World of Warcraft". I have been playing the game for about 8 months and only in the last 2-3 weeks have I had problems. World of Warcraft technical support troubleshooted the problem to be with my router and I need to allow those ports. My manual says to allow the ports I have to go to the above website to do it, but I cannot access the site. I type in the address exactly as shown above and I am not having any success.

So your network is wired like this?:

INTERNET Modem -> (WAN Port) RT31P2 (LAN Ports) -> computers?

Go to one of the computers and type IPCONFIG /ALL at a command line. What is the "Gateway" address? That should be the address of the router that is connecting you to the Internet. Try that address in your Web browser instead.
