Whenever I try to call an outer London number (0208) I get a recording, in an American accent, saying all circuits are busy. If I immediately hang up and dial an inner London number (0207) the call goes through. UK mobile numbers, and other UK numbers also work.
Any ideas about what is going on before I call support? Anyone else noticed anything similar?
This is from Portland Oregon. And yes, I'm dialing the correct way (+44-208-xxxxxxx). |

For what it is worth, I made several calls today with no problem to 011 44 208 XXXXXXX |

The all circuits busy recording means that all the trunks are presently in use and none are available for you call at some point in the network. Odds are that the problem is the last set of trunks that would terminate your call to the cellular carrier. The recording does not have the accent because it is the responsibility of the originating switch on each call to play back any recordings. The SS7 network is sending back the "all circuits busy message. Your friend may have one the more discounted cellular carriers. |

Not sure what you mean about cellular - mobile phones in Europe don't use geographic numbering as they do in North America. |
