I have simulring activated on my account in order to make my cell phone and Vonage phone ring. The cell phones voicemail is disabled, so if no one picks up in 25 secs, the call goes to Vonage voicemail.
It appears that when my internet connection goes down, calls go straight to voicemail. This is not the desired behavior, and doesn't appear to be to spec. if simulring is considered a kind of call forwarding. Adding my cell phone as a network availability number doesn't work because there is no way to get to the Vonage voicemail if I don't pick up the cell.

Desired behavior: Have simulring work as normal if unable to connect with Vonage phone. That is - ring all numbers it can, and then go to voicemail after the allotted time.

Anybody know a good workaround? Can the service be changed?

The benefit of this configuration, by the way, is that I don't have to give out two numbers to people to contact me - they just use the Vonage one, and I only have to check that one voicemail. Also, the Vonage voicemail emails my cell phone when I have a message.

Network Availability FAQ
Your Network Availability Number is similar to Call Forwarding, except that it's activated only when your Internet connection is disrupted or your telephone adapter is disconnected. Once activated, calls to your Vonage phone number will forward to the number you choose until your Internet connection is restored. Please note, if Call Forwarding is enabled, all calls will be forwarded to the Call Forwarding settings, not to the Network Availability Number settings.

Its annoying but I do not believe that it can be changed (firmware upgrade maybe - ask coldgin for this in .60) - but ACR and intelligent simulring come first.

My best guess is that when your connection is down Vonage cannot read your simul-ring settings - perhaps coded to your ATA? while your network available (should be unavailable) number is hard coded in NJ.

No, your 'call flow' settings - simulring, NAN, call hunt, etc, are stored in an XML script that is not stored on the Vonage device. This gets reset when you disable/re-enable your voicemail, which sometimes help clear up these problems.

So if someone dials your Vonage device, but we cannot contact the Vonage device, it checks to see if you have network availability set, or call forwarding, call hunt, whatever.

Simulring is not truly simultaneous - there is about a 1 second delay, and the call has to hit your Vonage device first. I have my rt31p2 set to simulring my uniden phone, on 2 separate accounts, and it always always rings the rt31p2 first by about a second or 2.

You can't set your simulring to an international number, unplug your adapter and then call it, thinking you are going to get free international calls, because, hey, your adapter was offline.

If your Vonage device is unreachable because it is off line, the call is not going to hit it, obviously, and so will not simulring. If someone can prove otherwise, PM me because that would be awesome - we'll start something.
