Welcome to the forum. I'm sorry to hear that you are having issues with your hardwiring. Let me get some details straight.
1. You moved into a new home.
2. As far as you know, there is no connection to the outside Telco.
3. Once you connected the rtp300 to a jack, it was working with all the phones in your home.
4. All of a sudden, now it does not work.
I am in a fairly new townhouse built in 2002 and it has a NIU (Network Interface Unit) from SBC and it's a gray box roughly 4" x 6". It is clearly labeled as an NIU. You can see a picture of it on this post:

It is either at the sides or on the back of the home.
Would you be willing to do some investigating for us. First, can you see if your phones are connected to a central location? That is, do you see a control panel that has all the phone wires leading to it from all your jacks?
If you do not see a control panel or patch panel, then you want to open up one of the jacks to see if there are two sets of bundled wires connected to it.
Lastly, I have seen on earlier posts that water and moisture seems to affect the wiring but that usually only happens if the wires are exposed. My question to you is can you find the phone wire that goes to the outside of your home? Is it just dangling out there?
Mine leaves my home through the basement out the back.
Check to make sure that the wires are not exposed. Tape them up or in your case, you might want to pull it back into the home so that it cannot be affected by moisture in any way.
