I think your easiest solution is to simply get a router. You can buy a cheap Linksys 4 port router for very little. Get that, plug in your PAP2 and your computer and you're done!
I've been using Vonage with FIOS for over a year now and have never had any issues. Are you using the Actiontec router from Verizon? If so, have you updated to the latest firmware (.120)?
