Proposed Internet Phone Rules Upset SaskTel

REGINA -- Saskatchewan Telecommunications is upset about proposed new rules for Internet phone service that it says may scuttle plans for an expansion of the service inside the province.

Last week, the Canadian Radio-television and Telecommunications Commission (CRTC) released its preliminary views on how Net phone service -- also known as Voice over Internet Protocol or Voip -- should be regulated.
A final decision is expected later this year.

VOIP, perhaps the biggest thing to hit the telecommunications industry since cell phones, allows people to make cheap voice calls over a high-speed Internet connection using a special "IP" phone or a conventional phone-set attached to an adapter.

The CRTC says if SaskTel and other "incumbent" phone companies want to introduce Voip for the home user, they'll have to apply to the federal agency to have prices and service offerings approved.

However, according to John Meldrum, SaskTel's vice-president for regulatory affairs, that creates an unlevel playing field between SaskTel and some newer Voip companies, such as Primus and Vonage -- which aren't subject to the same requirements.

"We're not happy with this non-symmetrical regulation they have in mind," Meldrum said. "It sucks."

While SaskTel typically has to wait 45 days for the CRTC to deal with rate-change applications, Voip competitors could raise or lower their prices at will and would thus have a huge competitive advantage, he said.

The proposed rules would also make it more difficult for SaskTel to promote the new products or "bundle" Voip with its various Internet packages, he said.

SaskTel sells Voip phones to business and until recently had been talking about expanding to the residential market.
However, that seems less likely today.

"I don't see us launching Voip in Saskatchewan anytime soon," Meldrum said. "This decision is that unfriendly to an incumbent company."

Meldrum noted that the proposed CRTC rules will help a SaskTel subsidiary, Navigata, sell Voip services outside the Saskatchewan but once again will make it much more difficult to compete inside the province.

Jim Deane, president of Regina-based cable company Access Communications, said his company is watching industry developments but has no immediate plans to offer Internet phone service.

"I suspect Saskatchewan is going to be the last frontier for VOIP," he said. However, "if there is a business case for it, you'll see us there, without a doubt."

Meanwhile, one of the biggest North American Voip companies announced Monday it will offer Internet phone service across Canada, although Saskat-chewan is the only western province where you won't be able to get a local number.

Under Vonage's basic plan, residential customers pay $19.99 a month for 500 minutes of local and long-distance calls.
Vonage spokesperson Brooke Schulz said the company is working to fix that, but for now Saskatchewan customers will have to choose area codes from cities outside the province.

Telephone companies and others have until April 28 to file comments about the CRTC's proposals. The agency will hold public hearings on Voip regulations May 19-20.
