EDISON, N.J. - A popular U.S. Internet phone service provider has launched service in Canada, including Edmonton and Calgary.

Vonage, based in Edison, N.J., has enlisted 360networks Corp. to get its Canadian service off the ground.

Vonage CEO Jeffrey Citron said that Canadian consumers have been requesting the ability to use Canadian phone numbers to use Vonage's broadband telephony service.

"Canadian customers will also be billed in Canadian dollars and will be able to choose local phone numbers. All Vonage customers, in Canada and the U.S., will receive the same 24/7 assistance from Vonage's customer care group," the company said in a news release Monday.

The Canadian Internet link is provided through GT Group Telecom Services Corp., whose parent company is 360networks of Vancouver. That data networks firm was a stock market darling before it sank into insolvency as the dot-com boom faded about three years ago.

The firm offers a basic residential phone plan for $19.99 Cdn a month, including 500 minutes of local, toll and long-distance calling throughout Canada and the United States. It has another level of service for $34.99 that gives Alberta customers unlimited calls in Alberta and B.C.

Vonage's premium service is a $45.99 per month version with unlimited Canada and U.S. calling with voice mail and caller ID.

Vonage has entered the Canadian market at a time of great regulatory upheaval in the telephony business. The Canadian Radio-television and Telecommunications Commission recently indicated that new entrants in Internet telephony will not face the same regime of regulated tariffs and other rules that incumbent companies like Telus and Bell are required to fulfill.

The growth of Internet phone services in Canada has strengthened the major phone companies' arguments that they should face less restrictive regulation in an increasingly competitive market.

Vonage has 125,000 lines in service in 113 U.S. markets, where the company says it carries five million calls a week. It says it is adding customers at the rate of 15,000 lines a month.

Customers signing up with Vonage pay a one-time activation fee of $39.99 and are shipped a phone adapter and voice terminal device that plugs in between a home cable connection and computer.

Canadian customers will be billed an additional $1.95 per line monthly regulatory recovery fee, a charge phone companies pay into a pool for costs related to national contributory funds.

In Canada, Vonage is providing residential and some business services to all areas except the northern territories, Saskatchewan and the Maritimes. Customers must use area codes for all calls.

"Working with Vonage to develop a custom solution is indicative of the strength of our North American network," said Greg Maffei, chairman and CEO of 360networks.

"We are in a unique position to work with customers on both sides of the border to meet their business requirements."

Maffei is a former chief financial officer of Microsoft Corp.
