Richmond-based Circuit City Stores Inc. will become the first major retailer in the country to sell high-speed Internet telephone service at all of its superstores.

Vonage Holdings Corp., based in New Jersey, announced yesterday that it will provide the retailer with the hardware and telephone service, beginning Monday.

Known as Voice over Internet Protocol, or VoIP, the technology works by plugging an ordinary telephone into an adapter that is connected to a computer, allowing users to make phone calls as normal. Voice calls are broken down into digitized "packets," which turn into voice signals on the opposite end of the phone line.

Voip runs over high-speed Internet lines, and therefore is not available on computers with dial-up service.

Since the Internet is considered an information provider, its use is tax-free and unregulated by the Federal Communications Commission, an issue that PHONESconcerns traditional wire-line telephone companies.

Vonage has 120,000 subscribers nationwide. By comparison, there are 187.5 million wire-line numbers and 148 million wireless numbers.

"Vonage came to us initially last spring," said John Rowe, merchandise manager of digital services at Circuit City. "We were very impressed with the technology. These guys are pretty savvy."

Rowe said that his research into Voip technology showed him enough evidence of the growth of the industry in the coming years, and the technology was "very consistent with our desire to branch into service and application categories" at the stores.

Potential drawbacks to Voip include power outages, which would make the computer useless, thus shutting down phone service. And since adapter boxes can be moved to different locations, the hardware must be kept in the original area code in order for 911 service to work properly. (This also means that subscribers can pick their own area code.)

For $99.99, customers can sign up and receive the adapter box, activation and two months of free Vonage service. Customers may purchase a jack connector to allow multiple phones on a single line.

Displays will market the product in Circuit City's 600 stores, Rowe said, and a rebate will be available as a limited-time offer. Monthly residential service charges range from $14.95 to $34.99, which is tax-free.

The two free months, Rowe said, will allow customers to try the service and cancel if unsatisfied.

The service is also available at the Circuit City and Vonage Web sites.

"We are looking forward to a successful sales relationship with one of the nation's top consumer-electronics retailers," said Matthew Deatrick, vice president of retail channel sales for Vonage.

Vonage is sure to face heavy competition as the front runner in the digital telephony industry, as AT&T, cable providers and the regional Bell companies will begin to offer the service in coming months.

A spokesman for Radio Shack Corp. said the company is currently testing Vonage service in markets in the Philadelphia area. The company has not made a final decision to carry the service in all 7,000 of its stores.

Best Buy Co. Inc. also is testing Vonage products in various markets around the country. A company spokesman said Voip service is currently available on the company's Web site.

Richmond-based Phonom LLC began providing Voip service to customers in mid-January.

Rowe said that the main reason Circuit City did not join with Phonom was the phone company's smaller range of subscribers. Phonom extends its service from Virginia to southern New Jersey, while Vonage is offered nationwide.
