FCC Chairman Michael Powell said the success of voice over IP will "change everything" in the traditional telecom regulatory arena, possibly including the notion that the universal service fund is a necessity.


Established to ensure that all Americans have access to affordable telephone service, the universal service fund is supported by charges on existing phone bills to help carriers offset the costs inherent in providing phone service to outlying areas. Many have argued that companies offering new primary-line technologies such as wireless phones and Voip should support the universal service fund.

Powell said he understands the argument, but he said the new technologies could alter the landscape so much that the universal service fund does not need to be protected. In particular, he noted that broadband telephony company Vonage offers unlimited local and long-distance calling packages for less than $35 per month.

"Thatís a better value proposition than the universal fund has created in 100 years," Powell said Tuesday before an audience at the University of California-San Diego. "If every American had access to Voip for $30, why would we need a universal service fund?"

Of course, not every household has access to the newer technologies at the moment. However, the changes are happening so quickly that the days of circuit-switched telephone networks dominating the telecom market are history, Powell said.

"Itís over," he said. "You can pretend that itís not and fight these fights, but itís over." In terms of the universal service fund, Powell said his comments should not be construed as him believing the system should be abolished in the near future, because he hasnít determined his position on the issue. However, Powell said his position will be based on whether the fund is necessary to achieve the social good of ensuring network ubiquity, not whether this "pile of money" should be protected for its own sake.

Powell said the success of Voip emphasizes the fact that one of the commissionís greatest responsibilities is ensuring that the regulatory environment does not preclude the ability to make--and market--technological innovations. He said thatís why he fought hard to get ultrawideband technology approved and is seeking new unlicensed spectrum.
"Itís like planting dynamite on a bridge," he said. "Put the right piece in the right place, and the whole thing is coming down."
