Regional cable operators wanting to sell their customers phone service have a new ally: Vonage Holdings Corp.
Vonage on Tuesday announced a co-branded agreement with a third cable operator, CableAmerica, to market unlimited local and long-distance phone service to consumers in four states: Arizona, California, Michigan and Missouri.

Through broadband phone company Vonage, CableAmerica will offer its customers unlimited calling throughout Canada and the United States for $34.99.

Vonage, of Edison, N.J., has similar agreements with Advanced Cable Communications and Armstrong Cable.

Yesterday, the FCC held a forum in Washington D.C. discussing how to regulate nascent companies such as Vonage that route calls over the Internet, rather than via the traditional circuit-switched phone network the former Bell monopoly built. FCC Chairman Michael Powell has cautioned against treating these upstarts the same as traditional phone companies like Verizon Communications Inc., but the top regulator still must meet such obligations as preserving phone subsidies to rural areas and ensuring consumers have the ability to call 911.
