Welcome to today's edition of the Vonage Voip Forum Digest. 

In today's Vonage Forum Digest, we'll hit some important Vonage news. Then we'll go on to two Vonage Forum threads, one about adapter issues, and the other thread is about adding a wireless router. We'll also check in on Vonage's stock price.

Vonage Sues Nebraska Public Service Commission over Fees

Vonage  has asked a federal court to prevent the state from forcing it and its customers to pay a state telephone fee.

The Associated Press reported Friday that in a lawsuit recently filed in U.S. District Court, Vonage says the Nebraska Public Service Commission and its officials should not force it to pay into the state's Universal Service Fund.

"These defendants know that Vonage's service is subject to exclusive federal regulatory jurisdiction, yet they are attempting to compel Vonage to pay a state-law surcharge for the Nebraska Service Fund in violation of the United States Constitution, the Communications Act of 1934 and the Telecommunications Act of 1996," the complaint reads.

The state Universal Service Fund helps subsidize phone and Internet services to poor and rural areas, schools and libraries.

All traditional phone companies pay into a Universal Service Fund. But Voip providers say they provide an information service rather than a telecommunications service.

Traditional telephone providers have argued that Voip services should be subject to the same oversight and fee requirements that they face.

But Voip providers say they should be classified as a data service provider and left alone, much as cable TV companies have been.

Vonage cites rulings by the 8th U.S. Circuit Court of Appeals upholding decisions that the Minnesota Public Utilities Commission cannot subject Vonage to state telephone regulations..

Nebraska Public Service Commissioner Anne Boyle referred questions Friday to Jeff Pursley, director of state Universal Service Fund and a defendant in the lawsuit. A message left by The Associated Press for Pursley on Friday was not immediately returned.

On The Vonage Voip Forum

First, here is a new thread called WRT54G & LINKSYS PAP2 adapter communication issues. And it is that this new Vonage Forum thread has been opened by new Vonage Forum Member tp43016.

For his thread opening post, tp43016 provides extensive testing information as well as a description of the issues that led him to start up this post.

He writes:

1. Kakinada, India
2. BSNL is the ISP and broadband type is DSL
3. 1.2MBPS download/768KBPS upload
4. D-link DSL-502T
5. PAP2
6. PC--> DSL Modem---->Linksys wireless router --> Vonage Adapter
7. Vonage device cannot contact the Vonage network

Following the instructions for the PAP2 adapter troubleshooting, I already tried the following:
Disabled DHCP
Set the static IP
Enabled DMZ on the router
and set the port forwarding on it.

When I do all this, the message actually changes to "This Vonage device does not have a phone number associated with it"
PS: not the exact verbiage, but is the essence of that msg.

I also upgraded the firmware on the router and I bought the PAP2 adapter from a best buy almost a year ago and it worked just fine back in the US without any issues on a Netgear wireless router and Comcast cable modem. (please ignore the Netgear router and the Comcast cable modem part of this post as it does not have any bearing on the problem I am currently experiencing. I just put that note here so that you know that the MAC ID is registered on my Vonage account and also that the PAP2 adapter works)

The message after I reset the router and PAP2 adapter is "Vonage device cannot contact the Vonage network" and the power indicator on the PAP2 adapter blinks 3 times and pauses. Another funky thing I noticed is that the linksys wireless router does not let me hook up my laptop thru a wired connection!! Not sure it's relevant, but since I suspect the problem to be with the router, I thought I should mention that. Any help you can provide is appreciated!

Quite a lot of information to go on. So with that info now available, our most frequent poster Steve48 offers up some initial reaction:

"Your test results aren't super, but that wouldn't explain why the PAP2 won't connect at all. Did you run the test from a hard wired computer plugged into the Linksys router, or was it that laptop connecting wirelessly? Whichever it is, is the computer set up to receive its IP automatically (DHCP)?"

And then tp43016 answers:

"Yes, the test was run from a hard-wired computer and the computer is set up to get its IP address automatically."

Then it was Steve48's turn to write:

"OK, that tells us that the Linksys should be set up as a DHCP server. Otherwise the wired computer wouldn't be connecting to it and from it to the internet. However, I would go to the Linksys admin page and check the LAN settings. The fact that it won't let the laptop make a wired connection is worrisome.

Assuming that the Linksys is, in fact, acting as a DHCP server, then DHCP needs to be enabled in the PAP2. Since that's its default mode, I'd try a hard reset on the PAP2 using the reset button. You should not need a static IP."

Vonage Forum Member hanspl asks a question in the form of a new Vonage Forum thread he has gone about entitling, Adding wireless router – but how?

Hanspl begins his thread by writing this post:

"I have a cable modem connected to a Motorola router VT2442, which in turn is connected to a router RTP300. The new wireless router is a Netgear WGR614 to connect my wife's new laptop to the Internet in our house. The only free outlet is in the second router, RTP300, which now only have a telephone connected to it. My question is, would it work okay to connect the wireless router to the RTP300."

Steve48 responded by writing:

"It should work for light duty using the laptop. You should already have made sure that the subnet addressing in the three routers is different. Getting the laptop to communicate with other computers on your network could be a problem if you need it to do that.

The VT2442 and RTP300 will service up to 4 phone lines if they're both Vonage boxes. If you only have one or two lines, you might consider putting both on the VT2442 and removing the RTP300, leaving one port for the new router.

That said, if the new Netgear has good QoS capability, it might be better to put it first and set it to favor the Vonage boxes (or box if you eliminate one). Generally speaking, if you have a good, robust router with good QoS capability, putting it first is the preferred solution."

That gets this reply from hanspl:

"Thank you, Steve. I have no idea if the Netgear has good QoS capability, but I guess there are ways to find out.

One problem is that if I want to make changed in the RTP300, I have to connect it directly to the computer. (Out two computers are now connected to the Motorola router.) In other words, any router after the Motorola (the first router) cannot be accessed via the Motorola, which means that I also have to connect the Netgear directly to the computer if I want to check its settings. A real pain in the bazooka. Am I possibly wrong about this, or ...?"

Then this from Steve48:

No, you're right about that. Oh, there are probably ways, for the networking experts, but folks like me have to plug a computer directly into the router to fiddle with it.

You might want to take a look at Nate Hoy's writings on the subject of adding routers, here: . Option 3 under "Putting a new router in front of the Vonage router" gets a lot of attention."

Vonage Stock Report

On Friday, Vonage stock closed at $1.99 a share, unchanged from Thursday's $1.99 share close, but then again, that closing price was a full 4 cents higher than today's lowest Vonage stock price and that was $1.95 a share. At the close of today's trading, Vonage shares traded wound up being totaled up to be 677,549 shares.
