Vonage Challenges USF Funding Methodology

Vonage Holding Corporation, the largest pure-play Voip vendor in the country, stands to challenge the funding methodology of the Universal Service Fund (USF). The Universal Service Fund was established by the Federal Communications Commission in 1997 in order to meet the goals of Universal Service as per the Telecommunications Act, 1996 directives. The major goals of Universal Service are to make quality services available at just, reasonable, and affordable rates among consumers from all social and income strata, including those from low income, rural, and high cost areas, and to increase acessibility of advanced telecommunications services all over the country.

The Universal Service Fund (USF) has four programs which include high cost, low income, rural health care, and schools and libraries. The USF offers subsidized phone service under these programs. Vonage has challenged the funding methodology as set by the Federal Communications Commission (FCC). The FCC has directed the Voip providers to pay 64.9% of their long-distance revenue into the fund, almost twice of the 37.1% that wireless telecom companies are required to pay.

In an email Brooke Schulz, the SVP for corporate communications of Vonage has said, "Vonage has always supported expanding USF contributions to non-traditional telecom service providers such as Voip and broadband providers." Vonage is known for offering Voip services at the most economical rates to its subscribers. "Our case simply challenged the funding methodology, not the underlying concept of USF nor the authority of the FCC to impose it," said Schulz.

Planner puts forth the issue as,"I am so fed up with this service, I thought it might get better but hasn't. Every other call will have one way audio, where I can't hear the caller or they can't hear me. I've tried a port through on my router. My router is 3 ft above my pap unit and phone too! Anyone have any luck with a similar problem?"

He continued with the thread, "Here are my stats: 1. Wyandotte, MI 2. Wyandotte Municipal Cable Modem Service 3. 148 kbps(d/l),492 kbps(u/l) 4. SURFboard SB3100 Cable Modem 5. PAP2 6. Cable Modem-> LINKSYS (WRT54g) Router->PAP2->Uniden Powermax 2.4GHz Phone 7. Choppy, one-way audio 8. Speed test statistics. Download speed: 148920 bps Upload speed: 492128 bps Quality of service: 34% Download Test Type: socket Up-load Test Type: socket Maximum download pause: 1313 ms Average Download Pause: 94 ms Minimum round trip time to server: 34 ms Average round trip time to server: 37 ms"

In a second thread Planner continued," I reran the test which seems better now!" Xcrunxc, joined in,"There are quite a few things I notice here right off the bat that need to be corrected. First, your cable modem, the SB3100, is DOCSIS 1.0. Vonage requires a DOCSIS 1.1 modem and recommends a 2.0 for their service to work properly. DOCSIS 1.0 is infamous for not being able to handle a large amount of streaming traffic, such as a Vonage phone call. It can only handle so much traffic passing through it simultaneously before it basically becomes a bottleneck for your network, causing all sorts of problems for a Voip service. If I were you, the very first thing I would do is replace this modem with a DOCSIS 2.0. If you want to stay with a Motorola get a SB5100 or 5101."

He continued with thread,"Secondly, the huge variation in your test results between the first and second testing shows that there is a major problem with your connection or network. Now, this also could be stemming from the older modem, but just in case I would recommend doing the following to rule out the router as a partial cause. Power down the modem and a computer. Plug the computer directly into the cable modem and bring them both back up. Run the speed test a few more times. If the speed test results are still fluctuating then you know it's not the router that is the cause of the issue. Once you have replaced the modem, re-run all of your tests and verify that everything looks ok. If the results are still bad there could also be a problem with the signal strength from your cable provider to your modem. Make sure the cable modem is on the first splitter after the drop into your house and that nothing else is drawing off of the tap on that splitter. If it is, then time to contact your cable provider/ISP and have them troubleshoot your connection with you."

He continued with the thread,"Finally, your cordless phone are 2.4Ghz and wireless routers also broadcast at 2.4Ghz so make sure that the base station for your cordless phone is sufficiently far away from the wireless router. Also, change the wireless channel on your router to 1 or 11 to decrease the chances of the two signals interfering. Also, this is not an issue with the service Vonage is providing you; it is an issue with your internet service provider so you should be "fed up" with them, not Vonage. If I were getting those kinds of results with my ISP I would be on the phone with them in a second."

Planner replied back by thanking xcruncx,"Thanks for your help xcruncx! I will try your suggestions."

He continued, "Since my modem was supplied by my cable provider (the installer, even said it was ancient, but also said it doesn't really matter), what do you think are the chances that they'd provide a new one for me? Also, I do not utilize the wireless option on my router (no laptop as of yet). Since I do not utilize it, would it still interfere with the phone? If so, would it be better to invest in a new phone and if so, what type of phone works best?"

Darrell_G replied with the thread," The installer was definitely wrong when he told you the cable modem didn't matter. As xcrunxc stated, Vonage service works best with modems that are either DOCSIS 1.1 or 2.0. Your cable provider may charge a rental fee "if" they provide you with a new one. If the wireless is disabled on your router, there should not be any interference with your 2.4GHz phone. When you do enable the wireless on your router, you may experience some interference depending on if the base unit of the phone is in to close proximity of the router. I use to use a 2.4GHz phone with my wireless router enabled and I only experienced interference when I first took the phone off the hook, after that, no more interference. If you are going to purchase a new phone, make sure it's a 5.8GHz phone."

Tglea, another member of the forum, joined in the conversation," I think that xcrunxc has hit it right on the head with your problems. The first test result that you posted is beyond bad. The second is ok but not the greatest. I think you will find that ultimately Vonage is not the problem and most likely the problem lies with your ISP or perhaps your cable wiring or your network. I think if you follow his advice and get your internet connection working and stable, you will find that Vonage works great. Good Luck to you."

The concluding thread is provided by Eolson, a member of the forum," I had unreliable service in May. Linksys WRTP54G and SB4100. Uniden 5.8 GHz. Turning off my out-of-the-box unsecured wireless network "linksys" made things better. I suspect interference with my neighbors. I have since re-enabled wireless in a secure way and all's well."
