Peter Clegg, an opera singer in Washington, D.C., is among the latest converts to a technology that may render much of the world's telecommunications infrastructure obsolete over the next decade or so.

He registered a few weeks ago for a global phone service provided by a tiny Stockholm-based start-up called Skyper Ltd. "It's free," Mr. Clegg says. "I like free." The service, called Skype, is available to anyone who goes to Skyper's Web site and downloads the company's software, which can then be used to make phone calls to other Skype users anywhere in the world.

Skype is just one of several providers of a technology called Voice over Internet Protocol, or VoIP, which transforms voices into computer code and sends that data over the Internet before turning it back into human speech.

Consumers are flocking to such services because of the cost savings, particularly for long-distance calls. The services range from more limited PC-to-PC versions such as Skype, which only allows you to call other users of the system, to more mainstream providers, which hook up ordinary phones to Voip over cable modems.

AOL Time Warner Inc.'s cable division and Cablevision Systems Corp. have begun to sell their versions of the service for $39.95 and $34.95, respectively, with
unlimited local and domestic long-distance service. These rollouts are in the early stages but growing quickly. Time Warner Cable has 5,200 customers signed up in Portland, Maine, and is adding new ones at a rate of about 250 to 300 a week.

For Time Warner high-speed Internet subscribers, getting Voip means another visit from the cable guy. The cable modem is typically replaced with a version that includes a telephone hookup. If the household is replacing its existing
phone service with VoIP, the system is routed into the home's phone wiring. Time Warner Cable reports that 86% of its subscribers in Portland are disconnecting from the local phone company. Most cable offerings include services such as call waiting and caller-ID.

Voip is also being offered over broadband throughout most of the country. A popular Voip service is sold by Vonage Holdings Corp., which offers unlimited local and long-distance service for $34.99 a month and has more than 55,000 subscribers. Ordering can be done from the Web site, and the initial charge includes the first month's bill, a $29.99 activation fee and $10 for shipping.

Since it became available a little over one month ago, the Skype software for PC-to-PC Voip has been downloaded more than one million times world-wide, and the company has a list of an estimated 500,000 registered users. Though it gives away the phone service, Skyper hopes to make money eventually by selling add-on services, such as voice mail, to its customers. Skype was created by the makers
of popular file-sharing software KaZaA.

Users of Skype need a PC and an Internet connection, preferably a high-speed one. They can talk only to other people with the same software on their PCs. Users download the software from, which takes just a few minutes. They talk via their PCs, using headsets and microphone, available in most electronics stores for around $15, hooked up to the PC.
