SBC Communications on Wednesday unveiled an enhanced 911 service for Internet telephony customers, an offering voice-over-Internet protocol (VoIP) provider Vonage immediately characterized as half-baked.

Vonage requires its customers to request activation of its 911 service, and in some cases, directs those customers with activated 911 who call for help to unmanned emergency facilities. This policy has spelled disaster in several states when customers in distress were either met with a recorded message saying their phone did not provide 911 services or were directed to the voice mail of local police administrative offices.

SBC's service would provide Voip providers with access to its E911 database, so Voip customers could reach a live operator when dialing 911. Vonage contends that SBC's offering would be useless for the 40 percent of its customers who travel with their Voip service or who do not have a non-local phone number.

"SBC offered a fixed solution, which would only work for local phone numbers," said Brooke Schulz, vice president of communications at Vonage. "The problem is that the 911 network in this country ... only knows and understands local phone numbers."

If a Vonage customer with a 202 area-code number traveled to New York, plugged into the network and called 911, the 911 system would cancel out the call because it is coming from a 202 number, Schulz said.

Schulz said SBC has not "given us any response" as to why it will only service stationary customers. But SBC spokesman Howard Riefs said SBC is more than willing to provide Vonage's nomadic customers with E911 service, but Vonage has "failed to provide SBC with the technical specifications" necessary to allow network access.

When asked if the problem was a technical or political issue, Schulz was unable to provide a response, but pointed to the fact that Vonage has worked out a solution with Verizon Communications to provide access to its travelling customers.

"The technology exists," she said.

Riefs said Vonage must have provided Verizon with the necessary technical specifications because that is currently the only thing preventing SBC from moving forward.

When asked if Vonage would provide the SBC service to its stationary customers until the two companies worked out their differences, Schulz said "I highly doubt it. I don't know why we would go through a year's worth of effort of installing a service that doesn't work for all of our customers."

If SBC and Vonage cannot reach a compromise, Vonage is not against seeking a "regulatory solution," Schulz said. "If [negotiations] break down, we're going to have to find an alternative."

The lack of 911 services has prompted Texas and Connecticut to sue Vonage for inadequately informing its customers about its 911 policy.

Meanwhile, Vonage has responded to a notice of intended action from Michigan Attorney General Mike Cox. "We're cooperating," Schulz said. Allison Pierce, Cox's press secretary, said she could not comment on ongoing litigation.
